Changelog and README documentation updates accompanying two catalog/traffic fixes. The catalog change replaces a proactive same-filesystem check with handling of EXDEV from renameSync, which is reasonable, though note a subtle behavioral consequence described below.
Adds two activation tests exercising device-mismatch and EXDEV rename failure via fs monkey-patching, and bumps the per-disruption period cap from 128 to 256. The tests are well-structured with proper restore in finally blocks and syncBuiltinESMExports to propagate the patched builtins to ESM named imports.
Adds coverage for the 256-period application-period bound: a 256-period disruption stays usable with only the current day active, 257 periods reject the whole payload, and a 256-period body still flows through the production client via the fake XHR. The dailyPeriods helper builds local-day prefixes by offsetting UTC by +2h, which is consistent with the September DST instant used. No defects found in the changed code.
