Add frozen catalog contracts (routes, transport modes, validators), a node:sqlite-backed CatalogManager with accent-tolerant FTS search and opaque service resolution, and a streaming IDFM importer that gates every service on an exact realtime perimeter pair. Operator commands cover refresh (atomic candidate activation, TOCTOU snapshot check), measurement (>=1000 warm searches, p95 <= 200 ms), and the operator-only five-call PRIM probe. Fixture-derived offline tests prove five-mode coverage, stable IDs across revisions, removal as INVALID_SERVICE, and rollback on failed replacement.
