No way to create, edit, or delete labels from the CLI #3

    $ rickub issue label 1 --labels "bug,smoke"
    rickub: no label named bug (no_such_label)

    issue label can only apply labels that already exist, and issue labels only lists them. The API has POST/PATCH/DELETE /repos/{owner}/{repo}/labels, so a new repo cannot be labelled at all from the CLI until someone creates labels in the web UI.

    Expected: a rickub label command group — list, create <name> [--color], edit <name> [--name] [--color], delete <name> — and a hint from issue label pointing at it when a name is unknown.

    Fixed on main in 1b60774 (verified against rickub.com with a rebuilt binary; ships in the next release).
