Take the jvui that will not draw an emoji at 128 pixels

The attach button's glyph was coming out as a picture the height of the
compose bar: Noto Color Emoji is a bitmap font with one fixed strike and
answers 128 however small a size it is asked for. A fallback face is
measured now and dropped if it cannot be the size it was asked for.
