Add hybrid wETH registry #25

  Replace the codehash+chainId allowlist in WETHRegistry with a hybrid: path A, an exact frozen (chainId, weth) list committed as a Merkle root (supports bridged wETH, prevents squatting); path B, the OP Stack predeploy 0x4200…0006 gated by known codehashes, a 1-wei probe and a deny set of chainIds (listed chains + known non-ETH-native chains). Done when: registry and Love updated, root/proof generation script from weth-chains.tsv, tests for both paths and squatting, multichain-check covers a bridged-wETH chain, spec note in docs/notes.
