Add tiered private pool spec #24

  Write a spec in docs/notes/legal for the tiered private pool: fixed denomination tiers (100 / 1,000 / 10,000 LOVE), per-tier leaf caps as an AML volume limit, association sets and a claim delay following Buterin et al., and a relayer so small notes can be claimed without funding a linked address. Done means the spec states each parameter, the circuit and contract changes it implies, and the open decisions.
