Add gas-in-LOVE note #14

Write docs/notes/gas-in-love.md: how to sponsor tx fees for LOVE users and let them pay fees in LOVE.

Why: the design discussion (constraints of an immutable, permit-less token; sponsorship and its griefing limits; gas paid in LOVE; EIP-7702; real mainnet examples) should live in the repo, not in a chat.

Done when the note covers the constraints, the options, gas in LOVE, EIP-7702, the Etherscan examples with links, and an Implementation plan section for EIP-7702 with no markup.
